Topps is taking the name of their all-new baseball card release, Tier One, to heart and is upgrading its hits in a big way.  The list of relic inserts has been enhanced with several Hall of Famers and retired stars such as Babe Ruth, Willie Mays, Sandy Koufax and more which replaces a list of lower-level active players.
